The STRATEGIC DEVELOPMENT PROGRAMS which implementation will be accelerated in pursuance of the overall thrusts of the national government/department of agriculture.

In pursuance of the Agency mandates and vision, the following 4-Point Development Programs have been adopted, to wit:

  1. Total Market Development through Responsive Research, Quality Production, Fair and Equitable Trading and Efficient Delivery of Services;

  2. Total Farming, Total Farmer, Total Technician Development;

  3. Farmers Organization Development; and

  4. Development of Other Industrial Uses of Tobacco.

 

 

To effectively actualize its Development Programs, the NTA adopted three major implementing projects:

A. INTEGRATED FARMING AND OTHER INCOME GENERATING ACTIVITIES PROJECT (IFOIGAP)

  1. Quality Tobacco Production, adopting the Tobacco Contract Growing System (TCGS); and

  2. Other Components such as rice, corn, high value commercial crops - vegetables, fruit trees, banana, mushroom, etc., livestock, etc.

B. RESEARCH AND DEVELOPMENT SERVICES

  1. AGRICULTURAL RESEARCH - continuing discovery of new and refinement of existing yield-increasing, quality-improving, cost reducing, and environment friendly technologies for quality tobacco production and post-harvest management to maximize farm productivity, farmers' income, and enhancement of global competitiveness.

  2. INDUSTRIAL RESEARCH - intensify efforts on:

  • the development of other industrial uses of tobacco primarily for pharmaceutical/medicinal/veterinary purposes, tobacco dust, pesticides/insecticides and fertilizer, tobacco oil and ethanol, and tobacco pulp and paper production which has caught the interest of foreign companies.  These products will increase farmers' income, earn and save dollars, generate more jobs, create new business activities, earn more taxes for the government and shall serve as "safety net" for the tobacco farmers, in the event that the demand for quality leaf for cigarette manufacturing would decline due to the worldwide campaign against smoking.

  • the development of Quality Standards and Quality Control/Assurance Systems for Tobacco Leaf and Manufactured Products.

  • Elimination of smuggling and/or manufacturing of fake cigarettes through periodic inspection/analysis of constituency of cigarettes.

C.    REGULATORY SERVICES               

  1. Focusing on "Fair and Equitable Trading" which involves the enforcement of rules and regulation governing the trading of leaf tobacco, which includes: a) Floor pricing system b) Licensing of trading centers/redrying plants/exporters c) Calibration of weighing scales, and d) Supervision of trading operations and provision of assistance to farmers in the actual trading to assure the farmers of accurate weighing, proper grading, fair prices, prompt payment, and proper documentation pursuant to RA Nos. 7171 and 8240.

  2. Regulation, supervision and monitoring of the manufacturing and distribution of tobacco products.

  3. Enforcement of quality standards and control assurance system for tobacco leaf and manufactured products to address the heightening public health awareness and to enhance global competitiveness and including the quarantine system to assure quality of imported tobacco.
