NTA Administrator/CEO Robert Victor G. Seares Jr. and Regulation Department Manager Atty. Rohbert A. Ambros led the agency in the validation session on NTA readiness to implement the National Single Window (NSW) system based on the NSW Technical Reference Guidelines (TRG) in a virtual meeting held on May 23.
The Regulation Department and the Corporate Planning Department provided updates on the progress of activities relevant to TradeNet, the new NSW online portal, and discussed potential data management and protection issues of the agency. TradeNet was developed in 2017 to harmonize all import and export procedures across the government.
Also present during the meeting were DTI Strategic Trade Management Office Director Atty. Luis Catibayan, ASEAN Single Window Advisor for USAID ASEAN Policy Implementation Project Mr. Dennis Pantastico, and Strategia Development Research Institute’s Dr. Angie Zafra and Donn Ramos, among others.
The NSW was mandated to be implemented via Executive Order No. 482 to facilitate trade authorization procedure by allowing single submission of applications for licenses, permits and other authorizations required prior to undertaking a trade transaction.
In ensuring the efficiency of the NSW services and clearly establishing the responsibility and accountability of participating TRGAs, the TWG required a strong human resource organization.
Each staff and the involved management team must have specific competencies that will support the sequences of service interaction for the Single Window platform, including the inter-agency process and integration of technical and functional requirements both internally and externally.
