NTA Administrator/CEO Robert Victor G. Seares Jr. designated Engr. Noralyn I. Idica as officer in charge of NTA Vigan, in concurrent capacity as Branch Chief Agriculturist, by virtue of Special Order No 0150 s. 22 dated March 15, 2022. Idica replaces Department Manager III Minerva P. Mizal who reached mandatory age of retirement on March 16.
Prior to her new designation as OIC, she served as the Acting Chief Agriculturist (July to December 2021), Administrative Officer V (November 2018 to June 2021), and Tobacco Production and Regulation Officer III (May 2007 to Nov 2018). She also served as Administrative Officer of NTA Agripinoy (now NTA Kadiwa ni Ani at Kita) in Narvacan, Ilocos Sur from October 2017 to February 2017).
Idica is a graduate of Bachelor of Science in Agricultural Engineering at Mariano Marcos State University, Batac City, Ilocos Norte and a Master’s Degree in Public Administration at the University of Northern Philippines, Vigan City, Ilocos Sur.
She was a contributing writer for the Philippine Tobacco News and one of the pioneering anchors of the “Oras ni Mannalon ti Tabako” radio program of NTA.
Mizal said that Idica deserved her designation and later promotion to the top position in the Branch Office, citing Idica’s dedication, hard work and leadership experience in the Operations Group.
